Silicon Valley exodus starting to slow down

Observers say the population numbers may indicate a turnaround in the economy, even though the county continues to see some loss in jobs.

The 16-year low comes as more bad news for a system that already ranks among the most expensive, most heavily subsidized and least efficient in the nation.
