Developing Congestion in San Jose 

Overwhelming traffic. Worse air. Noisier neighborhoods.

That's the downside of a growth plan designed to turn North San Jose's sprawling high-tech campuses into a second downtown, according to a recent report on the environmental impact of the plan.

The full effect of the development plan may not be felt for decades, given that nearly a quarter of North San Jose's current office space is now vacant. But if the high-rise office towers for 83,300 new workers, and densely clustered housing for 56,640 new residents ever are built, the repercussions would be significant and unavoidable:
