San Jose Buss, trolley use hits lowest level since 88
http://www.mercurynews.com/mld/mercurynews/news/10844679.htm Several fare increases and nearly a 20 percent cutback in service over the past three years are blamed for the dramatic 33 percent decline in the average number of weekday riders since 2001. The 16-year low comes as more bad news for a system that already ranks among the most expensive, most heavily subsidized and least efficient in the nation.

NOT an inherent trait of transit. In Santa Clara County, county roads are also death-gripped by the same dysfunctional County bureaucracy.
But of course I will give the devil his due. Cox is right that bus and LRT service in such cases should be "put out to tender." With a normal cost structure and the huge amounts of funding still coming in despite the ongoing high-tech recession since 9/11, Santa Clara County could afford to double the level of service.
