Never forget that NW 23rd was turned into a model for smart growth by a private developer, not by planners. The developer has refused to put in any true mixed-use developments (residentail+commercial) because he says there is no market for them. "Of new apartments built in the central city during the past decade," he says, "all but one required tax breaks or other subsidies. If it was profitable, we would have done it."
